Terry Hall is a leader, technical expert, and program manager with over 32 years of government service in operations, policy, communications, software requirements and configuration management, and global security cooperation.  His service in support of the Department of Defense has taken him and his family to locations around the world to include South/Central America in support of drug interdiction operations; middle-east, Europe, and pacific supporting USG chemical, biological, radiological, and nuclear (CBRN) nonproliferation and counter-WMD (C-WMD) efforts; Asia/Pacific supporting the United Nations Command; as well as numerous locations across the United States.

He was a Middle-East Region lead with the Defense Threat Reduction Agency’s CBRN Preparedness Program (CP2) where he worked extensively in Iraq, Lebanon, Jordan, Turkey, and the United Arab Emirates building partnership capacity in emergency management and C-WMD. During this period Terry performed multiple engagements with US interagency and host nation stakeholders to assess needs and capability gaps, and led train and equip efforts with allies to address them. Terry believes each nation is unique with respect to its resources, capabilities and culture, and as such care must be taken to ensure the correct solution is developed to allow each nation to build and sustain capabilities in the C-WMD and Emergency Management realm to meet these complex security challenges.

 

Terry holds a MS in Operations Management and a MAS in Aviation Systems Safety and Space Studies, as well as a certificate in Nuclear Weapon Effects, Policy, and Proliferation from the Air Force Institute of Technology. He is a Master Missile Operator, Senior Communicator, and graduate of the Air Force’s School of Advanced Nuclear Deterrence Studies.
